Board of Land and Natural Resources gains authority to adopt, amend, or repeal administrative fee schedules for forest reserves, wildlife sanctuaries, game management areas, natural area reserves, and Na Ala Hele trails without following standard Chapter 91 rulemaking procedures.

Fee schedules may cover camping, cabin rentals, parking, group use, commercial activities, hunting, and special use permits; proposed changes must be posted on the department website at least 45 days before board consideration.

Adopted fee schedules become effective 10 days after board approval, with a maximum delay of 30 days if the board specifies a later date.

Parking lot operations and concessions at forest reserves, wildlife sanctuaries, game management areas, natural area reserves, and Na Ala Hele trails are exempted from competitive bidding requirements for public property concessions.

Effective date is July 1, 2050.
