Authorizes the Hawaii Department of Transportation to establish and maintain airport special district zones within airports statewide to ensure safety and compliance with federal grant requirements.

Prohibits unauthorized entry or remaining within airport special district zones, including by individuals carrying weapons, disrupting operations, or failing to comply with posted signage or personnel instructions.

Bans sitting, sleeping, lying, or storing personal property in airport special district public rights-of-way, with violators subject to immediate removal, fines, and other penalties.

Exempts active airport users (passengers, employees, concessionaires, vendors), emergency responders, law enforcement personnel, and others authorized by department rules.

Takes effect July 1, 2026, with the department authorized to adopt administrative rules defining zone boundaries, authorized activities, citation procedures, and signage requirements.
