Appropriates $500,000 for fiscal year 2026-2027 for the Hawaii Technology Development Corporation to hire a third-party consultant to develop a statewide blue economy and ocean technology strategy.

The strategy must include a vision, implementation roadmap with milestones, stakeholder roles, and coordination across multiple state agencies including DLNR, DOT, Department of Agriculture, and the University of Hawaii.

Research and analysis requirements cover ocean-related industries' regulatory frameworks, capital needs, workforce requirements, infrastructure gaps, and opportunities for public-private partnerships.

The consultant must support planning and feasibility analysis for establishing a statewide ocean technology innovation hub focused on research, commercialization, workforce training, and maritime technologies.

Annual reports with findings and recommendations must be submitted to the legislature no later than 20 days before each regular session for the duration of the consultant's contract.
