Establishes the Hawaii Employer-Led Sector Partnerships Special Fund within the state treasury, administered by the Department of Business, Economic Development, and Tourism (DBEDT).

Fund may receive legislative appropriations, federal funds, private grants and donations, and interest earnings to support employer-driven workforce development initiatives.

Authorized expenditures include funding sector partnership activities, curriculum development, credentialing, apprenticeships, technical assistance, labor market analysis, and leveraging federal or private matching funds.

Requires DBEDT to coordinate with the Workforce Development Council, Department of Education, Department of Labor, and University of Hawaii system to align with statewide workforce plans and avoid duplication.

Mandates annual reporting to the legislature on fund receipts, expenditures, sector partnership outcomes, and progress in workforce alignment with priority industries; effective July 1, 2026.
