Establishes a three-year cultural training pilot program within the Department of Land and Natural Resources, administered by the Division of Boating and Ocean Recreation for commercial use permit holders at Lahaina Harbor.

Requires the division to partner with an organization identified by the Office of Hawaiian Affairs that specializes in Native Hawaiian culture and place-based history to develop and teach the training course.

Mandates all applicants for commercial use permits at Lahaina Harbor submit a certificate of course completion with their permit application.

Existing commercial use permit holders at Lahaina must complete the cultural training within six months of the pilot program's establishment.

Takes effect July 1, 2050.
