Amends the definition of "public utility" in Hawaii Revised Statutes Section 269-1 to include water furnished by plants or facilities developed under Chapter 167 for irrigation and other public purposes.

Removes the existing exemption that excluded irrigation water system operators from Public Utilities Commission (PUC) regulation.

Subjects persons who control, operate, or manage water conveyance, distribution, and transmission facilities for irrigation and other public uses to PUC oversight and rate regulation.

Makes conforming changes to renumber remaining exemptions and update cross-references within the public utility definition.
