Repeals the two-term limit on temporary 89-day hires for state positions funded by general funds, allowing departments to employ the same person in the same vacant position for multiple terms with governor approval

Requires each state department and agency to submit annual reports to the legislature detailing their use of 89-day temporary hires, including position information, recruitment efforts, and justification for retaining vacant positions

Automatically abolishes any position that has been vacant for more than 48 months, unless the legislature affirmatively retains and funds it

Addresses Hawaii's 2.2% unemployment rate (as of November 2025), which has made it difficult for state agencies to fill civil service positions despite recruitment efforts

Takes effect January 1, 2077
