Establishes a working group within the State Building Code Council to develop proposals for an off-site construction program for single-family homes under 1,200 square feet.

The program would centralize manufacturer certification, create a library of pre-approved building components and designs, and establish state-level factory certification for compliance with building codes.

Working group membership includes the State Building Code Council chair, Office of Planning and Sustainable Development director, plus invited representatives from architecture, engineering, labor organizations, consumer advocacy, housing nonprofits, and financial services.

The working group must submit findings and recommendations, including proposed legislation, to the legislature by twenty days before the 2027 regular session, and dissolves on June 30, 2027.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to support the working group, with an effective date of July 1, 2050.
