Raises the statewide curfew age from 16 to 18 years old, applying to minors in public places between 10:00 p.m. and 4:00 a.m.

Establishes exceptions for minors accompanied by parents/guardians, acting out of necessity, or with written court permission, with additional exceptions for 16-17 year olds engaged in employment, school activities, or emergencies.

Creates graduated penalties: first or second violations result in fines up to $100 or 20 days imprisonment for parents who knowingly permit violations; third or subsequent violations within one year result in up to one year imprisonment for the minor and fines up to $2,000 for parents.

Extends the curfew for entertainment venues (theaters, bowling alleys, skating rinks, etc.) from 16 to 18 years old, with hours of 10:00 p.m. to 6:00 a.m., with venue keepers subject to fines up to $100.

Restricts counties to only enacting curfew ordinances that are more stringent than the statewide curfew, eliminating the prior provision that allowed county ordinances to supersede state law.
