Requires the Division of Aquatic Resources to manage Hawaii's aquatic resources with ecosystem protection as the highest priority, restoring reef ecosystems and indigenous species to a specified percentage of their natural biomass potential within each moku (traditional land district).

Mandates maintaining at least 25% live coral cover on reefs that historically supported naturally occurring coral, based on NOAA's minimum threshold for healthy reef ecosystems.

Requires development of coral reef resilience plans for Oahu by July 1, 2027, including targets for live coral cover and herbivorous fish density of at least 40 grams per square meter.

Establishes annual reporting requirements to the legislature on progress toward reef restoration goals, with qualitative measurements using best available science.

Effective date of July 1, 2050.
