Establishes a Statewide Air Medical Services Program within the Department of Health's Emergency Medical Services and Injury Prevention Systems Branch to provide governance, coordination, oversight, and disaster readiness for emergency and interfacility air medical transport.

Creates three permanent positions: a State Air Medical Director (licensed physician with emergency/trauma/critical care experience), a State Air Medical Program Manager, and an Air Medical Coordinator responsible for data oversight and compliance monitoring.

Requires all air medical providers operating in Hawaii to participate in statewide coordination, data reporting, and quality improvement activities as a condition of licensure.

Authorizes the Department of Health to establish annual licensure and accreditation fees for air medical providers, with fees deposited into the Emergency Medical Services Special Fund to cover program administration costs.

Addresses Hawaii's geographic challenges including multi-island structure and rural communities, where air medical transport demand has increased by more than 1,000 transports annually compared to pre-2020 levels.
