Permits licensed hemp processors to sell manufactured hemp products containing THC, including gummies (maximum 5mg THC per gummy, 10 gummies per package), beverages (maximum 5mg THC per container), tinctures, and hemp flowers (maximum 5mg THC per serving)

Prohibits sale of these THC-containing hemp products to individuals under 21 years of age

Expands the definition of "manufactured hemp product" to include processed floral materials, which were previously excluded

Increases the maximum THC concentration allowed in tinctures from 0.3% to 5 milligrams per serving

Takes effect upon approval by the Hawaii State Legislature during the 2026 legislative session
