Establishes a Regular Session Review Working Group to study the feasibility of lengthening Hawaii's legislative session beyond the current mid-January to early May timeframe.

Working group membership includes legislators from both chambers, the Attorney General, Comptroller, Chief Election Officer, chief clerks, and representatives from the Hawaii State Association of Counties and League of Women Voters.

Appropriates $200,000 total ($100,000 each to the Senate and House of Representatives) for fiscal year 2026-2027 to facilitate working group meetings.

Requires the working group to analyze financial impacts, staffing requirements, operational costs, and recommend any constitutional, statutory, or rule changes needed to implement longer sessions.

Working group must submit findings and proposed legislation to the legislature by twenty days before the 2028 regular session convenes, with the group dissolving on June 30, 2028.
