Proposes constitutional amendments to Article VII, Sections 12 and 13, to authorize counties to issue "housing infrastructure growth bonds" for funding water, wastewater, drainage, road, and sea-level-rise mitigation projects needed for new housing development

Housing infrastructure growth bonds would be repaid solely from the incremental increase in real property tax revenues within designated districts, not from countywide tax increases or new taxes

Excludes housing infrastructure growth bonds from county debt limit calculations, allowing counties to finance housing-enabling infrastructure without affecting their normal bonding capacity

Implements a tax increment financing mechanism where future property value growth from new development funds present-day infrastructure investments in transit-oriented development areas

Requires voter approval of the constitutional amendment through a ballot question before implementing legislation can be enacted
