Authorizes the Superintendent of Education to appoint and set salaries for up to 20 technical and professional staff positions within the Office of Facilities and Operations, exempt from civil service requirements under Chapter 76.

Eligible positions include licensed professional engineers, licensed architects, senior project managers with at least 5 years of experience managing capital projects exceeding $5,000,000, and construction inspectors.

Salaries may be set at rates comparable to private sector market rates or existing exempt positions within the School Facilities Authority.

Requires annual reporting to the legislature at least 20 days before each regular session on positions filled, qualifications, salaries, and impact on facility repair efficiency.

Takes effect upon approval and sunsets on June 30, 2031.
