Requires the Hawaii Technology Development Corporation to establish state goals and implement projects promoting economic diversification through innovation and technology in areas including biotechnology, artificial intelligence, aerospace, defense, and health care technologies.

Appropriates unspecified amounts from general revenues for fiscal year 2026-2027 to three programs: the Hawaii Small Business Innovation Research Program, the Manufacturing Assistance Program, and accelerator and small business training programs.

Matching grants through the Small Business Innovation Research Program would help companies with federal SBIR or STTR awards further develop new products addressing critical issues.

Mandates annual reports to the legislature with findings, recommendations, and proposed legislation due no later than twenty days before each regular session.

Takes effect July 1, 2050, and requires the corporation to adopt administrative rules under chapter 91 to implement the Act.
