Amends Section 304A-2153 of Hawaii Revised Statutes to authorize the University of Hawaii Board of Regents to use funds for "conducting donor evaluations" in addition to existing authorized purposes of promoting alumni relations and generating private donations.

The Board of Regents may authorize expenditures of up to $3,000,000 annually from the University of Hawaii Tuition and Fees Special Fund for these purposes.

Adds a new reporting requirement mandating that the University's annual legislative report include any donor evaluations conducted using moneys from the fund.

Expenditures authorized under this section remain exempt from chapters 42F, 103, 103D, and 103F (procurement and grant laws).
