Establishes "protected community locations" where state actors cannot assist with civil immigration enforcement, including public schools, universities, health care facilities, libraries, shelters, food banks, and places of worship providing state-funded services.

Creates a 1,000-foot "protected perimeter" around these locations where state personnel, facilities, equipment, and funds cannot be used for immigration enforcement purposes.

Prohibits state actors from providing access to nonpublic areas, collecting or disclosing immigration-related personal information, or facilitating interviews for immigration enforcement without a judicial warrant issued by a judge.

Requires the Department of Education, University of Hawaii, Hawaii Health Systems Corporation, public libraries, and emergency management agency to adopt written policies, provide annual staff training, and post multilingual notices about services regardless of immigration status.

Authorizes civil penalties up to $2,500 per violation for state actors who willfully or repeatedly violate the law, grants private right of action for injunctive relief, and appropriates unspecified funds for implementation effective July 1, 2026.
