Sets minimum SNAP benefit certification periods to 12 months for all households, with a 24-month minimum for households where all adult members are 60 years or older.

Requires the Department of Human Services to participate in the federal Elderly Simplified Application Project (ESAP) to simplify eligibility determinations for elderly and disabled households.

Establishes recertification periods of at least 36 months for households composed entirely of adults 60 or older or adults with disabilities under the ESAP program.

Waives recertification interviews for eligible ESAP households to the extent allowed by federal law.

Mandates DHS to submit reports to the legislature before the 2029 and 2030 sessions covering implementation data, administrative cost changes, and participation rates, with implementation effective July 1, 2028.
