Establishes a statewide system for collecting, auditing, and publicly releasing de-identified hospital discharge data, adding a new subpart to Chapter 323D of Hawaii Revised Statutes.

Requires all hospitals (except the state hospital), licensed ambulatory health care facilities, emergency departments, lithotripsy centers, and cardiac catheterization laboratories to submit quarterly discharge data reports to the state agency beginning July 1, 2027.

Mandates reporting of all live discharges and deaths from acute care, intensive care, long-term acute care, psychiatric, substance abuse, and rehabilitation settings, with specific data elements following National Uniform Billing Committee standards.

Creates a hospital discharge data working group convened by the State Health Planning and Development Agency by September 1, 2026, including representatives from the Department of Health, insurance commissioner, major health systems, and medical associations, with a report due before the 2027 legislative session.

Requires de-identification of patient information (names, social security numbers, birth dates, medical record numbers) before public release of discharge data, with appropriation of unspecified funds for implementation.
