Establishes the Royal Mausoleum Working Group within the Department of Land and Natural Resources to develop management policy for Mauna ʻAla, the sacred burial site of Hawaiian royalty from the Kamehameha and Kalākaua dynasties

Working group membership includes 17 voting members: representatives from five aliʻi trusts (Kamehameha Schools, Liliʻuokalani Trust, Queen's Health Systems, Kapiʻolani Medical Center, Lunalilo Trust), four royal societies, lineal descendants of both dynasties, and legislative appointees

Working group responsibilities include creating a comprehensive management plan, establishing protocols for visitor access, ceremonial practices, curation of remains, and appointment of the official kahu (caretaker)

Members serve four-year terms without compensation but may receive expense reimbursement; the working group may adopt rules, employ staff, and accept grants or appropriations

Reports required every six months with a final comprehensive report due 60 days before the 2028 legislative session; effective date is September 9, 2129
