Restructures Hawaii's Climate Change Mitigation and Adaptation Commission leadership by replacing the dual co-chairs (head of Office of Planning and Sustainable Development and chair of Department of Land and Natural Resources) with a single Climate Change Mitigation and Adaptation Coordinator to eliminate potential conflicts of interest

Transfers key commission duties to the new Coordinator, including establishing climate change strategies, identifying vulnerable communities, assessing resources, evaluating state progress toward climate targets, and making policy recommendations to the governor, legislature, and counties

Adds the Hawaii Emergency Management Agency administrator and the state comptroller to the commission membership while removing the adjutant general and coastal zone management program manager

Requires annual reports to the governor, legislature, and counties that include climate impact assessments, departmental progress updates, and comparisons to the top three performing states on climate mitigation for each relevant department

Appropriates unspecified general funds for fiscal year 2026-2027 to establish six full-time positions within the commission (four specialists, one account clerk, and one office manager), with an effective date of July 1, 2050
