Restructures Hawaii's Climate Change Mitigation and Adaptation Commission by replacing the current co-chair system (board of land and natural resources chairperson and office of planning director) with a single coordinator position to eliminate potential conflicts of interest

Establishes new coordinator duties including developing climate strategies using latest scientific analyses, identifying vulnerable communities and economic impacts, tracking progress toward climate targets, and submitting annual comprehensive reports to the governor and legislature

Requires each state department with commission membership to submit plans for meeting climate mitigation and adaptation targets, and mandates that all department and agency plans consider commission recommendations after December 31, 2026

Appropriates unspecified general fund amount for fiscal year 2026-2027 to establish 6 full-time positions (4 exempt specialists, 1 account clerk, 1 office manager) and other operational expenses

Expands commission membership to include the Hawaii Emergency Management Agency administrator and state comptroller, while removing the coastal zone management program manager
