Establishes the Hawaii Conservation Sanctuary as a nonprofit organization to protect endangered species and wildlife through developing and operating conservation sanctuaries across the state

Requires the sanctuary to develop three specific facilities: one around a recreational body of water, one for native bird protection, and one for rescue animals and larger wildlife species

Authorizes the sanctuary to operate for-profit business enterprises, hold or lease property, and enter into contracts, with operations permitted within agricultural districts

Reserves two seats on the sanctuary's governing board for State of Hawaii representatives and directs the Department of Land and Natural Resources to assist with identifying appropriate land

Takes effect July 1, 2050
