Expands the definition of "athlete agent" to include individuals who provide "professional representation" to student athletes for compensation, covering name, image, and likeness (NIL) related services such as endorsements, social media branding, content creation, and licensing of publicity rights.

Requires anyone providing professional representation services to student athletes to register as an athlete agent in Hawaii and maintain a valid agency contract that complies with state law.

Amends the definition of "agency contract" to explicitly include professional representation services and clarifies that "endorsement contract" encompasses agreements involving a student athlete's name, image, and likeness.

Prohibits any person from providing advisory, negotiation, or procurement assistance related to NIL agreements for student athletes unless properly registered and contracted under Hawaii's athlete agent regulations.
