Authorizes the Board of Trustees of the Hawaii Employer-Union Health Benefits Trust Fund to set the salary for the assistant administrator position, in addition to existing authority over administrator and chief investment officer salaries

Addresses recruitment and retention challenges by allowing compensation competitive with private sector management salaries

Amends Section 87A-24 of the Hawaii Revised Statutes to add "assistant administrator" to the list of positions whose salaries the board can establish
