Law enforcement officers acting in public spaces or on state/county property must remain visibly identifiable with unobscured faces and display name, badge, or unique identifier at all times, with limited exceptions for undercover operations or documented medical reasons.

Officers are prohibited from wearing facial coverings that conceal their identity while on duty, and must use apparel and vehicles bearing conspicuous agency markings.

Willful violations constitute a misdemeanor; officers who commit assault, battery, false arrest, or similar offenses while illegally wearing facial coverings lose immunity protections and face minimum $10,000 statutory damages.

Schools, medical facilities, courts, and homeless shelters are designated "service-first spaces" requiring narrowly tailored civil immigration procedures, and state/county agencies must limit collection and sharing of immigration-related personal data under auditable agreements.

State and county agencies must annually report civil-immigration-related requests from law enforcement to the legislature and governor, and local officers must activate body cameras when monitoring ICE enforcement activity involving the public.
