Legalizes low-dose and low-potency cannabis (maximum 5mg THC per serving or per 12 oz liquid) for personal adult use by individuals 21 years and older, effective January 1, 2027

Permits adults 21+ to purchase, possess, transport, consume, and cultivate low-dose cannabis, as well as sell it to other adults of legal age

Allows personal cultivation of cannabis plants at private residences, though plants must be secured from minors, not visible to the public, and subject to a per-residence limit regardless of occupants

Requires all commercially sold low-dose cannabis to be stored in child-resistant, resealable packaging with original labels, and prohibits consumption in public places or vehicles

Assigns the Office of Medical Cannabis Control and Regulation authority to adopt administrative rules governing personal cultivation requirements and product standards
