Requires the University of Hawaii to develop and maintain a statewide facilities and student housing master plan that aligns with academic, research, and workforce development missions while responding to demographic, enrollment, and labor market trends.

The master plan must include enrollment and demographic analysis, facilities assessment, student housing needs analysis, alignment with workforce priorities (healthcare, education, high-demand fields), and capital planning considerations.

Student housing analysis must address demand by campus and population type (first-year, neighbor island, graduate students, workforce program participants) and evaluate housing affordability's impact on student access, retention, and completion.

The university must update the master plan at least every five years and submit it to the legislature no later than twenty days before each regular session following completion or updates.

The bill explicitly does not require construction of any specific project, mandate housing expansion or reduction, limit university authority over facilities management, or create any entitlement to funding.
