Designates the Hawaii Health Authority as the agency responsible for comprehensive planning, implementation, and administration of the new system, including soliciting bids for claims administration, quality assurance, and provider relations

Requires the Authority to develop a comprehensive implementation plan covering eligibility criteria, financing requirements, benefits package costs, budget projections over five years with 95% actuarial value, and funding mechanisms including potential income tax surcharges

Mandates research on health care provider burnout, current insurer compensation practices, and other financial practices to prepare for the transition to Hawaii Care

Conditions full implementation on obtaining necessary federal waivers for Medicare, Medicaid, and the 1974 Hawaii Prepaid Health Care Act
