Amends the public land trust working group established in 2022 to expand membership from 6 to 11 members, including 2 governor appointees, 4 Office of Hawaiian Affairs appointees, 2 senators, 2 representatives, and 1 community member

Requires the working group to oversee independent third-party review of public land trust inventory accuracy, completeness, and compliance with Act 54 (2011), as well as financial reporting under Act 178 (2006)

Mandates four reports to the legislature: first interim report on financial accounting by August 1, 2027; second interim on land inventory by December 1, 2027; third interim with draft findings by June 1, 2028; and final report with proposed legislation by October 1, 2028

Authorizes the Office of Hawaiian Affairs to provide administrative support to the working group in coordination with third-party consultants

Addresses ongoing concerns that the State's current $21.5 million annual payment to OHA may fall short of the constitutionally required 20% pro rata share, which a 2015-2016 review estimated at approximately $78.9 million based on $394 million in gross public land trust receipts
