Establishes the Strengthen Hawaii Homes Program within the Department of Land and Natural Resources to provide grants for constructing or retrofitting residential properties to resist fire damage.

Creates the Strengthen Hawaii Homes Revolving Fund to receive federal grants, private donations, and legislative appropriations to support mitigation projects.

Grants are available to owner-occupied single-family homes and long-term rental properties (leases of one year or longer), with priority given to lower-income applicants and properties in areas with higher susceptibility to catastrophic fires.

Requires mitigation projects to meet Insurance Institute for Business and Home Safety Fortified Homes Program standards or similar criteria, with certified assessors verifying compliance before grants are paid.

Appropriates $1,000,000 for fiscal year 2026-2027 to establish the program, with an effective date of July 1, 2050.
