Establishes an affirmative defense for manufactured hemp product retailers who sell to underage persons if they reasonably relied on a third-party age-verification service confirming the buyer was at least 21 years old.

Failure to request photographic identification or use a third-party age-verification service before selling to someone under 21 constitutes conclusive evidence of a violation.

Defines "third-party age-verification service" as an independent person or entity using commercially reasonable methods to verify age, including government-issued photo ID or reliable data sources.

Amends existing tincture sales restrictions (Section 328G-13) to include third-party age-verification services as an acceptable method for the affirmative defense.

Takes effect upon approval.
