Strengthens Hawaii's Food and Product Innovation Network established under Act 237 (2025) by adding food safety and regulatory framework integration requirements across all network members

Requires the Agribusiness Development Corporation to establish key performance indicators including businesses served, value-added manufacturing output, export growth, workforce credentials, food security contributions, and leveraged investment

Mandates coordination with the Department of Transportation, Hawaii Tourism Authority, airlines, harbors, hotels, and logistics providers to expand market access for food and value-added products

Directs alignment and harmonization of "Hawaii made," "produced in Hawaii," and other state branding initiatives to reduce duplication and strengthen brand clarity in domestic and international markets

Requires annual reporting to the legislature on economic data including indigenous and Native Hawaiian businesses, with an effective date of July 1, 2050
