Establishes a biological aquatic risk-based framework for assessing and approving aquatic livestock importation and movement within Hawaii, with species categorized by probability of establishing feral populations and associated biosecurity risks.

Creates an interagency working group chaired by the Division of Animal Industry administrator, including representatives from DLNR, Department of Health, Office of Planning, and county planning departments to coordinate permitting and resolve regulatory conflicts.

Requires biocontainment standards including physical containment structures, disease surveillance protocols, quarantine procedures, and pre-arrival disease testing consistent with USDA and NOAA standards.

Sets performance targets including reducing average permit processing time to 12-15 months by July 1, 2028, achieving zero escapement incidents from certified facilities, and completing species risk categorization for priority aquaculture species by June 30, 2028.

Appropriates $2,000,000 for fiscal year 2026-2027 to the Department of Agriculture and Biosecurity for framework implementation, inspections, and interagency coordination, with the Act taking effect July 1, 2026.
