Requires all law enforcement agencies in Hawaii to establish written policies by July 1, 2027 on facial coverings, officer identification, and vehicle markings, with officers required to display visible name/badge identification while on duty.

Prohibits law enforcement officers from wearing facial coverings that conceal their identity while performing official duties, with limited exceptions for undercover operations, tactical situations requiring protective gear, and health/safety compliance.

Establishes restrictions on civil immigration enforcement at sensitive locations including schools, health care facilities, courthouses, places of worship, and domestic violence shelters, requiring documented legal authority prioritizing due process and judicial oversight.

Prohibits officers from stopping or detaining individuals solely to determine immigration status unless based on specific articulable facts, and bars using race, ethnicity, national origin, religion, or language as sole basis for reasonable suspicion.

Creates criminal offenses for officers who unlawfully use facial coverings and for unauthorized civil immigration interrogation, arrest, or detention, while requiring body camera use when state/county personnel are notified of ICE activity.
