Clarifies roles and responsibilities for capital improvement projects at 12 dual-use public and school library facilities located on school campuses across Hawaii that serve both students and the general community.

Grants the Board of Education, through the state librarian, exclusive authority over the development, use, support, improvement, and maintenance of public library system facilities.

Allows the Board of Education to delegate exclusive control of land to the state librarian for library development or expansion projects when the legislature appropriates funding.

Requires the Department of Education to cooperate expeditiously with the state librarian and public library system to complete authorized capital improvement projects once funding is appropriated.

Addresses the ongoing governance structure established since Act 150 (1981), which created the statewide public library system under Board of Education oversight while the Hawaii State Public Library System has covered operating and maintenance costs for these facilities.
