Written public testimony submitted to state and county boards must include the testifier's full legal name, residential address, and any other information the board deems necessary for verification purposes.

Boards may only use collected personal information to verify testimony authenticity and communicate with testifiers, and cannot disclose personal information beyond the testifier's name without authorization.

The legislature must adopt or amend rules to apply these written testimony verification requirements to public hearings conducted by standing committees, including hearings on governor's messages and judicial nominations.

The bill responds to concerns about artificial intelligence generating large volumes of testimony, citing 2025 reports that 78% of businesses and up to 378 million people used AI tools.

Effective date is January 1, 2028.
