Imposes a two-year moratorium on discretionary state-funded out-of-state and inter-island travel for conferences, conventions, workshops, and similar activities by state agencies due to fiscal uncertainty.

Exempts mandatory work-related travel including court-ordered appearances, federal compliance requirements, collective bargaining obligations, emergency response, and regularly scheduled administrative meetings.

Limits professional development and conference travel to a maximum of three trips per employee per fiscal year, requiring demonstration that the trip cannot be conducted remotely and provides measurable benefit to the State.

Requires written agency head approval certifying travel is essential, costs are minimized through economy airfare and reasonable lodging, and remote alternatives were evaluated.

Mandates annual reporting to the legislature by each state agency detailing all approved trips, costs, purposes, and travelers; the moratorium takes effect January 1, 2525 and sunsets June 30, 2028.
