Increases the maximum size for deposit glass beverage containers from 68 fluid ounces to 128 fluid ounces, expanding which containers are subject to the deposit program.

Expands the "deposit beverage" definition to include wine, spirits, and milk and other dairy-derived products, which were previously excluded from the container deposit system.

Adds "use in building materials" as an approved purpose under the glass recovery program, alongside existing uses like roadway materials, concrete, and aggregate substitute.

Increases the maximum size for all deposit beverage containers (glass, plastic, and metal) from 68 fluid ounces to 128 fluid ounces.

Takes effect January 1, 2027.
