Amends Hawaii law to require the State or county to reimburse public officers and employees within 30 calendar days after they request reimbursement for travel costs they personally paid upfront

Establishes that if reimbursement is not provided within 30 days, the State or county must pay interest (percentage to be determined) on the total amount owed, compounded every 30 days

Clarifies three payment options for approved travel costs: direct payment to vendors, cash advance to the employee before travel, or reimbursement when employees agree to pay upfront

Prohibits employers from taking adverse employment actions against officers or employees who decline to loan money to the State or county for travel costs

Requires any travel cost reimbursement provisions in collective bargaining agreements to take precedence over this statute when conflicts arise
