Requires state boards to establish and approve a process and timeline for appointing or selecting heads of state divisions and agencies through open deliberation in open public meetings

Mandates that any amendments to the selection process or timeline must also be made through open deliberation and approved in open meetings

Requires the final vote to appoint or select a head of a state division or agency to be conducted in an open meeting, even though other personnel matters may be discussed in closed sessions

Invalidates any appointment or selection of a division or agency head made in violation of these transparency requirements

Takes effect January 1, 2491
