Requires the Hawaii Department of Education to incorporate voter registration or pre-registration applications into the enrollment or course registration process at all public high schools

Students must complete the voter registration portion of enrollment forms and indicate their choice whether to register before applications can be processed

Students already registered to vote can decline to have their name and address information updated during the enrollment process

Department of Education must electronically transmit voter registration information to county clerks, election officials, and the online voter registration system for students who elect to register

Prohibits transmission of voter registration information for students who decline to register or who present documentation showing they are not U.S. citizens
