Establishes an End-of-Life Lithium-ion Battery Management Working Group within the Hawaii State Energy Office to examine best practices for managing end-of-life lithium-ion batteries in the state

Working group will analyze cost, safety, and environmental impacts of in-state versus out-of-state recycling options, including feasibility of international recycling

Membership includes the Chief Energy Officer and Hawaii Natural Energy Institute director as co-chairs, plus representatives from the Department of Health, county waste management, and county fire departments

Additional invited members include representatives from e-waste recycling, battery manufacturing, electronics manufacturing, waste shipping, insurance, retail, and environmental organizations

Report with findings and proposed legislation due to the legislature 20 days before the 2026 regular session; working group dissolves June 30, 2026
