Caps the cost of reproducing digital copies of already-digitized government records at no more than 5 cents per digital record

Maintains the existing minimum fee of 5 cents per page for physical copies of government records

Allows agencies to adopt rules for reproduction costs of records that have not already been digitized, including labor, materials, equipment, electricity, and certification costs

Requires all copying fees collected to be deposited with the state or county director of finance, or the collecting agency, as government realizations

Takes effect January 1, 2525
