Exempts the Department of Land and Natural Resources from requiring legislative or gubernatorial authorization for capital improvement projects involving repair, renovation, or replacement of existing facilities at state small boat harbors and state parks, including dredging

Prohibits use of this exemption for construction of new facilities or appurtenances; expenditures must be limited to major repairs, renovations, or replacements only

Requires the managing department to provide written notice to the legislature at least 14 business days before authorizing any expenditure under this exemption

Mandates quarterly reports to the legislature detailing total expenditures, types of work completed, justifications, project status, and detailed accounting of all capital improvement projects

Takes effect July 1, 3000, with an automatic sunset provision repealing the Act 5 years after the effective date
