Authorizes the Department of Education to award high school diplomas to veterans who did not receive diplomas due to compulsory or voluntary military induction during World War II (December 1, 1941 - August 30, 1945), the Korean War (June 1, 1950 - July 31, 1953), or the Vietnam War (August 1, 1964 - January 31, 1973)

Extends eligibility to individuals whose high school education was interrupted due to wartime practices such as internment during these three conflicts

Qualified persons must have been residents of Hawaii or the Territory of Hawaii and enrolled in a Hawaii high school when their education was interrupted

Reinstates and expands a similar program previously authorized under Act 124 (2015), which expired on June 30, 2020, by adding coverage for Korean War and Vietnam War veterans

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed)
