Requires solar energy facilities on agricultural lands with class B or C soil productivity ratings to obtain Department of Agriculture certification that the land is simultaneously being used for a farming operation

Requires wind energy facilities and wind-generated energy production on agricultural lands to also obtain Department of Agriculture certification of concurrent farming operations

Solar facilities on class B or C lands must still comply with existing limits (no more than 10% of parcel or 20 acres, whichever is lesser) unless a special use permit is granted

For solar facilities requiring special use permits, the land must be made available for compatible agricultural activities at lease rates at least 50% below fair market rent

Effective date set to July 1, 3000 (placeholder date indicating the bill is not intended to take immediate effect)
