Removes the requirement for state boards and commissions to obtain department head approval for employment decisions including hiring, promotion, transfer, demotion, discharge, and job descriptions of their officers and employees

Amends Section 26-35 of Hawaii Revised Statutes to allow boards and commissions to make personnel decisions independently, subject only to applicable personnel laws

Removes the personnel decision exemption from specific statutes governing the Office of Elections, Elections Commission, and Campaign Spending Commission, since this authority is now granted broadly to all boards and commissions

Updates conforming language in statutes for Hawaii Housing Finance and Development Corporation, Land Use Commission, Hawaii Technology Development Corporation, transportation management area metropolitan planning organizations, Hawaii Health Systems Corporation, Hawaii Public Housing Authority, and Hawaii State Commission on the Status of Women

Takes effect upon approval
