Establishes a school capital improvement project modernization initiative within the School Facilities Authority to create a statewide planning database for school facilities

Requires the planning database to include a comprehensive asset inventory updated annually by June 30, a facilities condition index updated every three years, and enrollment-to-capacity ratio data updated by December 1 each year

Mandates classification and prioritization of school facility projects by category: critical infrastructure (fire alarms, electrical, roofing, air conditioning), expansion, functional adequacy enhancements, and federal/state law compliance

Requires annual reports to the legislature, governor, Board of Education, and superintendent by August 15 with asset data, enrollment ratios, prioritized project lists, and capacity utilization analysis

Appropriates unspecified sums from general revenues into the school facilities special fund for fiscal years 2025-2026 and 2026-2027 to establish the initiative, effective July 1, 2025
