Extends the governor's appointment power for legislative vacancies when a state senator or representative dies or becomes permanently incapacitated after the filing deadline but before the primary election

Allows the governor's appointee to serve both the unexpired term and the full next succeeding term if the deceased/incapacitated incumbent was the only candidate on the ballot for that seat

Maintains existing requirements that appointees must be from the same political party as the prior incumbent (with at least 6 months membership) and reside in the same district

Preserves the 60-day appointment timeline for the governor and 30-day deadline for political parties to submit a list of three prospective appointees

Takes effect January 1, 2525
